City Manager Announces New Directors For Economic Development, Planning and Community Development

FOREST PARK, Ga. July 10, 2024 — City Manager Ricky L. Clark, Jr. announced the addition of two new department directors who have joined the City of Forest Park's Executive Cabinet: Marsellas Williams, Director of Economic Development, and Nicole Dozier, Director of Planning and Community Development.  

"Since taking the helm as city manager over a year ago, I've made it my priority to recruit the absolute best talent to help ensure we are delivering on the promises made to our residents and constituents through our ONE Forest Park initiative," said Clark. "From large-scale economic development projects to planning for future land use, Forest Park is experiencing exponential growth. It was imperative that we hired the best candidates for these two critical positions, especially as we look toward expanding upon the accomplishments that have already been achieved."

Marsellas Williams, Director of Economic Development

Prior to joining the City of Forest Park, Williams worked for the City of Powder Springs as the director of economic development from January 2022 to June 2024, where he managed development, promotional and implementation efforts to attract and retain businesses – all while serving as a staff facilitator and advisor for the Development Authority of Powder Springs and Downtown Development Authority of Powder Springs.

Williams also served as the economic development specialist/project manager for Cobb County Economic Development, as well as the government services specialist for the Middle Georgia Regional Commission. Williams earned his juris doctor from the University of Georgia and received his bachelor's degree in political science from Georgia Southern University. He is a graduate of both the Oklahoma Economic Development Institute and the Georgia Academy for Economic Development.

Nicole Dozier, Director of Planning and Community Development

With more than 20 years of experience in management and municipal operations, Nicole Dozier joins the City of Forest Park as the new director of planning and community development. From September 2019 to May 2024, Dozier served as the community development director for the City of Riverdale, where she was responsible for facilitating revitalization efforts to address issues related to planning, land use zoning and business façade improvements.

Dozier also served as the community development director for Jacobs, as well as the community development director for the City of Union City and the zoning administrator for Loudon County in Virginia. A member of the International City/County Management Association and International Economic Development Council, Dozier receive her bachelor's degree in business economics from Rutgers University and her master's degree in urban planning and management from the University of Buffalo.
